Orders from Aman Abdurrahman, the leader of Jemaah Ansharut Daulah, came from Kembang Kuning prison on Nusakambangan island last December. According to sources at the Police Counterterrorism Detachment 88, Aman, who committed himself to the Islamic State of Iraq and Syria (ISIS) and who now leads ISIS members in Indonesia, announced, "Now is the time for amaliyah (action)."

Amaliyah is the code word for attack. The order was given to members of the group who met Aman in prison, where he is serving jail time for funding terrorist training camps in Jantho, Aceh, in 2010. Among those who visited him were Dian Juni Kurniadi, Sunakim alias Afif, Muhammad Ali and Ahmad Muhazin. Before they went to Nusakambangan, they gathered at an Islamic boarding school in Ciamis, West Java.
