Development rights for Island D were issued before the moratorium on land reclamation was lifted. Despite a construction ban, building and houses continue to pop up on the man-made island. Many irregularities occurred with the issuance of the certificate.

For the past four months, Jakarta Governor Djarot Saiful Hidayat has written to many people and institutions to revive discussion on land reclamation regulations. None of the institutions, however, have been willing to resume discussions on this ¡®hot potato' topic.

Reclamation Project’s Dirty Deeds

Dozens of dump trucks crossed the bridge connecting Pantai Indah Kapuk (PIK) 1 and Island D in the Jakarta Bay on Sunday two weeks ago. The trucks were filled with dirt dug up from a construction site for an apartment building at PIK 1. The loads were used as landfill at several points on the man-made island.
