BANDUNG, June 2, 1959. A wave of tension spread over Merdeka Building on Jalan Asia Afrika. Members of the Constitutional Assembly were deeply absorbed in a heated debate concerning the new Constitution. The Constitutional Assembly (Konstituante) had voted three times, whether to return to the 1945 Constitution or not. And all three had failed to meet the quorum, as required in Article 37 of the 1950 Provisional Constitution.
