TWO decades ago, Malik Mahmud Al Haythar shook hands with Minister of Justice and Human Rights Hamid Awaluddin. Between them stood Finnish President Martti Ahtisaari—who passed away in October 2023—after they signed a peace accord known as the Helsinki Accords. From the Finnish capital, the Indonesian government and the Free Aceh Movement (GAM) agreed to end a three-decade armed conflict.
