TOGETHER with more than a dozen other enlisted soldiers, Roni—not his real name—visited the Cahaya Darussalam 2 housing complex in Tambun Utara, Bekasi Regency, West Java, in August 2023. Expecting to see houses they were paying for, they instead found a field overrun by wild grass. “Just an empty lot. They said construction was still in progress,” Roni recalled when he met with the IndonesiaLeaks team in May 2025.
