THE decision by Gen. Dudung Abdurachman, then Army Chief of Staff (KSAD), in late 2021 to mandate that all low-ranking soldiers and a portion of non-commissioned officers take out housing loans has led to serious controversy.

An audit by the Army Inspectorate-General concluded that the program caused harm, as the disbursement of Rp586.5 billion (around US$36 million) from the Army’s Mandatory Housing Savings Management Agency (BP TWP)
