EVEN Soeharto once gave up trying to eradicate corruption in customs. In 1985, corruption at Indonesia’s import gateways had spun out of control. Customs officers—from rank-and-file staff to top officials—were involved in document manipulation, allowing smuggled goods to flood the country.
