IN 1964, Fred W. Riggs introduced a theory of public administration that became a cornerstone for understanding bureaucracy and state management in the post-World War II era. He developed the Sala model as the basis for his conclusion about prismatic societies. Sala, taken from Spanish, means “waiting room”: a prismatic society is one caught in transition from the traditional to the modern.
