AN American anthropologist called it “infrastructures of impunity.” We in Indonesia experience it every day, year after year, and have not had time to name it. We are too “busy” being caught up in it: a kind of trap formed by a network of bureaucracy, military, law, politics, education, the media, family affairs, and the feelings involved, which allow those in power to remain untouched by the law.
