The problem was with a drain. Djoko Murjanto, head of highway construction and maintenance at the Public Works Ministry, was furious when Tempo met him at his office last week. He pointed at a repair plan now underway at the collapsed bridge on Jalan T.B. Simatupang, South Jakarta. Overflowing water from a five-meter stream gushing forth from Kebagusan to Kalibaru had apparently eroded the walls of the culverts serving as the road's foundation.
