WHEN I was a student of sociology in London from 1976 to 1979, one of the books I had to read was Ralph Miliband’s The State in Capitalist Society, an analysis of the Western system of power. Miliband was a member of the critical British New Left and was one of the most charismatic and influential thinkers of his generation. His b
