Among the most important constitutional breakthroughs a decade ago was the move to establish a second chamber of parliament. The imperative for an Indonesian upper house had long been profoundly evident. Indonesia's ethnic and regional diversity, combined with the vast differences in population density from region to region, demand that effective political representation not be based on population alone.
