SINCE President Suharto stepped down from office nearly four years ago, Indonesians have seen three new presidents all promising improvements in the legal process. Outside the government, in a situation that is increasingly fraught with conflicts, violence, killings, and frustration, many citizens share the view that a constitutional state is a sine qua non.

A sine qua non, indeed, because without an effective legal p
