IRECOGNIZE that the military action to disarm Saddam of his weapons of mass destruction has aroused strong feelings in the region. So I am grateful for this opportunity to explain why we are reluctantly undertaking this action and our goals for the future.

We had hoped that military action could be avoided. There has been no rush to conflict. Indeed, the international community has waited 12 year
