IT begins with a piece of paper. On September 13, 1969, Minister of Religious Affairs KH Ahmad Dahlan and Minister of Home Affairs Amir Machmud signed a joint decree to regulate the development and conduct of religious teachings for adherents. Lest we forget, with the high number of religions practiced in Indonesia, friction between religious communities is a distinct possibility.

This joint decree (SKB) consists of six articles. Articles 1 to 3
