THE four-story building in question is located at 55 Yeouido-dong, Yeongdeungpo-gu, Seoul. It was constructed about 30 years ago. It is located between the main road which runs from the city of Seoul to the airport, and the river which divides South Korea. There is a bridge traversing the river every 10 meters or so in the city.
