An ‘Open’ Prison

People being held at the Military Police Detention Facility in Kelapa Dua often find ways to spend time outside. Besides Gayus, detainees like Susno Duadji and Williardi Wizar also leave their cells. Bribes of millions of rupiah enable them to come and go as they please.

TO some detainees of corruption cases, the Kelapa Dua jail in Depok, West Java, seem more like a dormitory. “On Saturday night they go home and sleep in their private homes,” said Police Commissioner, Iwan Siswanto, to investigators from the Professional Division of the National Police Headquarters, as told by Tempo sources.
