Investigation by the Finance Ministry's Inspectorate General found serious negligence by two clerks at the Tax Court. Yet, a year later, no evidence of bribery could be found.

THERE was nothing special at the hearing in early February 2009. The 10 judges at the Tax Court on the ninth floor of the Dhanapala Building, read their verdict.
