Where Sharia is not Fully Enforced

Sharia-based regulations in Dompu, West Nusa Tenggara, originally adopted for political reasons, are no longer strictly enforced.

Zulkarnaen Zainun still has bitter memories of what happened to him in 2009. Though he won the election as chief of Soro village in Dompu, he was not installed because he failed to produce a statement from a local religious office certifying that he was proficient at reading the Qu'ran.

Under the local government's Regulation No. 11/2004 on the election of district chiefs, to be eligible for election a candidate must be able to read the Qu'ran. Zulka
