The impressive growth of democracy in Indonesia since the fall of President Suharto in 1998 has not automatically severed the tentacles of corruption, which, in addition to the government bureaucracy and the military, served as the primary support of his more than 32 years of authoritarian New Order rule.

Even though there was enormous pressure
