The heated exchange took place at the end of the Dokuritsu Zyunbi Tyoosakai session after asar prayer on July 11, 1945, in the Tyuoo Sangi-In Building, Pejambon, now the Foreign Ministry compound. The chairman, Dr. Radjiman Wedyodiningrat, had just divided the Dokuritsu members into three groups, namely into legal, finance and defense sections. Muhammad Yamin, who had expected to go to the legal committee to draft the state laws, was 'cast out' to the finance committee.
Sukarno, chairman of the basic law committee, instantly raised his objection. "With all due respect, please assign Mr. Yamin to our committee. The reason being, we consider him one of the legal experts whose opinions we need to consult," said Sukarno. A member, Abikusno, asked Yamin to join the defense committee. Radjiman remained firm in his stance.
