Project Acceleration at a Snail's Pace

EIGHTEEN months past the deadline, the Tanjung Gundul Steam Powered Electrical Generator (PLTU) in Bengkayang, West Kalimantan, is only 81 percent complete. The turbine, boiler, and conveyor have already been installed. "We are just waiting for the engine and electrical equipment from China," Seger Yohanes, manager of the Bengkayang Generator Construction Unit, told Tempo, in early May.

He estimates that the generator, which is part of the first stage of a 10,000 megawatt project, will be completed by the year's end. However, it could still be delayed until the first half of 2016. According to the schedule promised by the contractor, it should have been producing electricity at the end of 2013.
