Representatives of businesses in the fish-processing industry that have been adversely impacted by the policies of Marine Affairs and Fisheries Minister Susi Pudjiastuti have tried everything to fight for their cause. As protests to the minister went unheeded, the businessmen tried a different route. They went to the House of Representatives (DPR). They also lobbied Vice President Jusuf Kalla. In mid-March, the entrepreneurs sailed across the Banda Sea and on to Tual, Bitung and Dobo with Kalla for four days on the Navy vessel KRI Surabaya 591. Once back in Jakarta, Kalla, along with President Joko Widodo met with Minister Susi on March 21. Kalla wrote to Susi the following day. In a three-page letter, Kalla requested that she review her policies because the fish-processing industry was currently suffering losses. On his visit to Hainan, China, two weeks ago, Kalla explained his position to Tempo correspondent Istman Musaharum.
