The helicopter flew low over Central Jakarta. It dropped thousands of pamphlets, each bearing a photograph of a bearded 40-year-old fugitive named Tommy Suharto. It was hoped that the unusual air-drop campaign would inspire people to search for Tommy—or at least be more on the look-out for him—and report sightings to the police.
