WE do all owe the late Munir a debt of gratitude. The now departed human rights activist was the first to tell the public about the Intelligence Bill that he regarded as potentially repressive. Under that bill, the intelligence service would be given the authority to arrest and detain those suspected of a crime—something that ought to really be only the right of the police.
