A YEAR ago there were reports the intelligence community was about to “go out into the villages.” What that meant was that the intelligence network would not just be active in the centers of power, such as Jakarta. The secret agents were probably to slip into every province. When A.M. Hendropriyono was the boss of the State Intelligence Agency (BIN), that establishment had planned to spread its wings into a number of provinces.
