A Windfall to Trigger Corruption?

Oil-producing provinces are to receive windfall profits from the rise in oil prices. But this also means there is an increase in opportunities for corruption.

BECAUSE of the increase in the price of crude oil in the international marketplace, Rusli Zainal, Governor of Riau, is currently having to control an extraordinary feeling of happiness. The oil price increase has given rise to the hope that the regions will receive additional profit share funds from the central government in the future.

This sharing out of funds is in line with state decree 25/1999 regarding the Central and Regional Financial Ratio
