JAKARTAS dream of owning a mass rapid transportation system once again is crushed. Earlier, Governor Sutiyoso was optimistic that the project that was started 11 years ago would soon be realized because Japan as creditor was willing to finance it. However, last week there was bad news: Japan refused the loan conditions proposed by the Indonesian government.

The problematic loan conditions are: binding or non-binding. But binding conditions can ha
