THE government has been coming and going as regards the application of a new regulation tightening up the import of five products. Originally, when released at the end of October last year, this regulation was supposed to come into force on 15 December 2008. However, in less than two weeks, this was changed and its implementation put back to 1 February 2009. Then three days later, the Minister of Trade stipulated that the regulation would be brou
