THE government’s target of having a technical guideline on oil and gas cost recovery must be shelved for the time being. The Ministry of Finance and the Ministry of Energy & Mineral Resources, two government offices in charge of establishing the regulations, are still in a tug of war and haven’t reached any agreement yet.

The bill was supposed to have been issued by the end of November. September was actually the initial target. The new bill
