IT was heartbreaking to look at the half-finished house. Standing on a 300-square-meter plot of land, it was apparently just abandoned by the construction workers. The interior was a mess. Although the modern minimalist design structure was already taking shape, the walls had not been plastered yet. Some tools were piled up in one corner.

The building was just one of the 12 houses in the elite residential project on the Java Land cluster, Sumbe
