THE State Secretariat within the State Palace complex on Jalan Veteran, Central Jakarta, had just opened for the day when five men rushed in on Monday last month. Two of the men, in dark-blue jackets on the left front of which were stitched the like of a tulip and the word Sekar, were Wisnu Wuryanto and Asep Maulana, respectively chairman and secretary-general of Serikat Karyawan or the organization of Telekomunikasi Indonesia (Telkom) workers.
