Indonesia needs more oil refineries. But should the state pay for it, or foreign investors?

FOR a full month, the Balongan oil refinery in West Java was out of commission. It started in early October. The routine maintenance shutdown which had to occur on this, one of state oil and gas company Pertamina's mainstay refineries, gave its owner a headache.
