Three businessmen from East Java's largest city apparently controlled the illegal Vietnamese rice import trade. Tests revealed that some of the product contained hazardous chlorine, a further violation of the law.

Two customs and excise investigators showed up at Billy Haryanto's house in Bekasi, West Java, fragrant Vietnamese rice in tow. They wanted Billy, a trader at the Rice and Crop Market in Cipinang, East Jakarta, to show them how to quickly differentiate between this and other varieties.
