Dispensations Galore for Giant Debtors

Due to a decision taken by the Financial Sector Policy Committee, the government is rewarding bank owners by extending debt repayment periods and reducing interest. Does this reflect artlessness, a lack of ability or is there perhaps something else behind all of this?
