Although Bank Indonesia uncovered several discrepancies at Bank Patriot, IBRA didn't immediately change the bank's management. Why not?

THE BANK'S name is Patriot. But, unlike its name, Bank Patriot has done nothing to be proud of. In fact, it has created problems for the people of Indonesia. Despite receiving an injection of recapitalization funds from the government, the bank—81 percent of which is owned by the government—is causing great concern.
The reason for this is that there are 'parasites' within the bank's management. Several reports prove this to be the case.
