Empty Promises
THE plan to dissolve Pertamina Energy Trading Limited (Petral) is nothing new. The Hong Kong-based Pertamina business unit has faced such threats on many occasions, only to see its position and influence strengthen.
In 2012, then State-Owned Enterprises (SOEs) Minister Dahlan Iskan aired plans to trim the fuel production and procurement chain. One of his proposals was the closure of Petral, which he judged had become notorious for corruption. But quickly as the plan surfaced, it disappeared. By the time Dahlan stepped down at the end of Susilo Bambang Yudhoyono's second presidential term, Petral remained operational.
