It was nearly 2:30 in the morning when Said Abubakar left Panamboang Port, Labuha, South Halmahera, two weeks ago. Traversing the Maluku Sea for three hours, the 45-year-old man arrived at a rumpon (fish aggregation device, or FAD), some 140 kilometers from Labuha, at sunrise.

Morning is the best time to fish, as that is when tuna and skipjacks come to the surface in search of food. Still, Said and his colleagues managed to haul-in fish weighing just 2-5 kilograms apiece. The export-quality tunas and skipjacks, those weighing in excess of 15 kilograms, the pair deduced had already been caught by a Filipino boat they had passed earlier that morning.
