Domestic tobacco production has never been able to meet the demands of the industry. Unsurprisingly, the raw ingredient for cigarettes and cigars has seen a lopsided trade over the past 10 years. Because of the country's modestly managed smallholder plantations, local farmers have failed to compete with foreign products, causing the country to import more tobacco than it exports.
