Monitoring the Sea's Vanishing Wealth
To prevent illegal fishing, the government has adopted a vessel monitoring system (VMS) and appointed the Argos-Racall consortium to manage it. The French government is to allocate a soft loan worth US$9-US$10 million for this project.

Indonesia actually does not have to rely heavily on creditor countries. If only it could safeguard its marine riches, the state budget would not have to be as patchy as it is now.
