JOELIMAN Notokoesoemo was stammering when recounting his efforts to collect receivables from Istaka Karya for over 10 years. As his rights remained unpaid by Istaka, the 84-year-old man had to sell two of his houses in the Bintaro area, South Jakarta, to cover working capital debt from the bank. Not only that, last October, Joeliman suffered a stroke. “Everything is gone,” the father of three children told Tempo on February 6.
