Loans to Cover up Deficits and Costly Projects

The success of the recent meetings of the Consultative Group on Indonesia (CGI) in Tokyo seemed like an anticlimax after plans to hold massive demonstrations against the country failed to materialize. A note of caution came from the U.S., which inquired about the progress of the Atambua case. Unsurprisingly, the issue of debt write-offs was not discussed during the deliberations.

Demonstrations held by a number of Tokyo non-governmental organizations (NGOs) demanding that CGI members associate any aid to Indonesia with human rights practices were overwhelmed by initial preparations for the meeting's opening on October 17. The voices of the diehard NGOs could hardly be heard following the arrival of the huge Indonesian delegation at the New Otani Hotel.
