THERE was a note of sadness in the voice of President Susilo Bambang Yudhoyono when he gave his speech to open the Jakarta Infrastructure Summit on Monday last week. He was still offering condolences as regards what happened as a result of the earthquake and tsunami disasters that hit the Indonesian province of Aceh and part of North Sumatra.
