THE 2005 Infrastructure Summit took place last week in the midst of expectations of what the first 100 days of President Susilo Bambang Yudhoyono's government would yield. Notably, almost no new projects were offered at this international conference. In fact, some of the projects had been planned during the days of the Suharto government.
