Almost everybody frowns upon hearing the news that state universities (PTN) will function as graduate suppliers, and the government, through the Department of National Education, is going to act as a buyer. Obviously such a scheme will limit the function of the PTNs to "graduate manufacturers". And this is something, which is against their stipulated missions.

It is true that the PTNs produce graduates, but they certainly do not have right of use
