THE tone of voice of Jonriflus was explosive when asked to explain the origin of the land utilization right (HPL) certificate over the tanah ulayat (customary land) of Kerapatan Adat Nagari (customary village) of Sungai Kamuyang, Limapuluh Kota, West Sumatra. The Agrarian and Spatial Planning Ministry/National Land Agency (BPN) issued a certificate for the 37-hectare customary land on October 9.
