FOUR water jugs belonging to Sumirah were neatly lined up on the porch of her house in Lelilef Sawai village, Weda Tengah subdistrict, Central Halmahera Regency, North Maluku. The 54-year-old woman was sitting waiting for the water delivery truck that comes twice a week.
