DOZENS of Papuans repatriating to Indonesian Papua stood in line. One by one they received T-shirts with white collars with small Indonesian flags printed on them in the Pasir Putih Workers Training Hall in Tanjung Ria, Jayapura. After smilingly receiving their gifts, they each hurried off to their rooms to gather their toiletries and bathe. After bathing they put on their second new T-shirts. The day before they had received T-shirts on which we
