THE idea came from Daniel Kaligis, a village head in the North Sulawesi district of Minahasa. Struck by the widespread practice of the local fishermen catching turtles and stealing their eggs on the shore for food, Daniel decided to do something to protect the endangered species. So one day in 2004 when he saw a fisherman carrying a live turtle, Daniel accosted the man and offered to buy it for Rp50,000. Once in possession of the turtle, Daniel b
