It all started with disappointment. The Free Papua Organization (OPM) came into being after a number of Papuans were dissatisfied with the outcome of the 'Act of Free Choice' (Pepera) on 1 December 1969, which determined that West Papua would become a part of Indonesia. This was in spite of the fact that the Dutch East Indies government had promised that they would give the Papuans their independence on 1 December 1971.
